EBC Selected to Build Ottawa’s Lansdowne 2.0 Project for $419 Million
The City of Ottawa has officially named EBC Inc. as the successful bidder to lead construction on the Lansdowne 2.0 redevelopment project, with the total cost holding steady at approximately $419 million.

Project Overview
Ottawa Mayor Mark Sutcliffe confirmed that the city’s cost projections for Lansdowne 2.0 remain nearly unchanged from estimates released two years ago. The latest figures place construction costs at $313 million and total project costs at $418.8 million — almost identical to the $419 million reported in 2023.
According to Sutcliffe, the stability in costs reflects a competitive bidding process and careful planning. “We got several bids and all of them were very, very close to the projected estimate,” he said, adding that the city views the project as “a terrific investment for the people of Ottawa.”
Funding and Revenue
A key factor offsetting expenses is the sale of air rights for two residential towers on the site, which generated $65 million — about $25 million more than originally projected. The city has allocated an additional $5 million from those proceeds toward affordable housing.
After accounting for all revenues, city officials estimate the net cost to taxpayers will be roughly $130.7 million.

Founded in Quebec, EBC is a major Canadian construction firm with experience in infrastructure, industrial, and institutional projects. Its past work includes:

EBC will be responsible for constructing the new event centre, north-side stadium stands, city parking facilities, and public realm improvements as part of Lansdowne 2.0.
Next Steps and Timeline
The city’s Finance and Corporate Services Committee will review the full report on October 29, 2025, followed by a final council vote on November 7, 2025. That meeting will determine whether the redevelopment officially proceeds.
If approved, Lansdowne 2.0 would replace the existing arena with a new 5,500-seat event centre (6,500 for concerts) and rebuild the north-side stands, reducing overall stadium capacity from 14,000 to about 11,200.
