Only 7 Major Federal Agencies Able to Accommodate 4-Day In-Office Mandate

What’s Happening?

As of July 6, 2026, only 7 of the 20 largest federal organizations in Canada have reportedly confirmed that they can sustain 4 days of in-office work for eligible staff.

The following departments told the Ottawa Citizen that they can accommodate the “RTO-4” policy:

  • Agriculture and Agri-Food Canada
  • Canada Border Services Agency
  • Fisheries and Oceans Canada
  • Indigenous Services Canada
  • Innovation, Science and Economic Development Canada
  • Shared Services Canada
  • Veterans Affairs Canada

Most of the other federal agencies currently lack the appropriate amount of office space — keeping a portion of their staff on a more hybrid work model.
