IRCC Reveals 100+ Cases of Employee Misconduct, Wrongdoing in 2025

What’s Happening at the IRCC?

Immigration, Refugees, and Citizenship Canada (IRCC) revealed in a recent report that it recorded 105 cases of employee misconduct and wrongdoing in 2025 — resulting in at least 3 terminations and 47 workplace suspensions without pay.

Here’s the case breakdown:

  • Administrative Misconduct: 56 cases
  • Harassment, Violence & Disrespectful Behaviours: 22 cases
  • Electronic Network & Device Violations: 13 cases
  • Values, Ethics & Code of Conduct Breaches: 8 cases
  • Staffing Complaint Misconduct: 3 cases
  • Personnel Security Violation: 2 cases
  • Fraud & Financial Misconduct: 1 case

A CTV News investigation into federal employee misconduct and wrongdoing found that more than 1,600 cases were recorded in 2025 — resulting in at least 145 dismissals and 783 suspensions without pay.

IRCC’s Response

Deputy immigration minister Ted Gallivan stated in the IRCC’s report that “some level of wrongdoing will occur” in a department that employs more than 10,000 people.

“Reporting such matters is essential, as we are committed to reviewing all allegations of perceived misconduct or wrongdoing through thorough review and investigation, and to taking administrative action when warranted,” Gallivan said.

The [IRCC] carries out important work and, in most cases, upholds the values and ethics of the public service. However, when standards are not met, it is essential to ensure accountability.”
